1. Create a Pixel, if you haven't already. Meta has recently made some changes to their platform and you can now find or create your Pixel in the Data Sources menu under Datasets. You can do so by either following this link to Datasets, or by following the original Pixels link here, then clicking View Datasets as pictured below:

2. To create a new Pixel you will want to click Add from the top right of this page. You can then title your Pixel/Dataset and click Create:

3. Once created, you can copy the Pixel ID and use it on Smart Noise:
